PETITION FROM HOUSTON CITY COUNCIL, to be sent to Texas Board of Pardons and Paroles, and Texas Governor Rick Perry.
We the members of the Houston City Council respectfully request your action in granting a stay of execution for Frances Newton.
As you
are aware, Ms. Newton was convicted based on evidence from the Houston Police
Crime Laboratory. As a City Council, we are currently taking action to review
crime lab procedures due to faulty testing that was performed in the past.
We join with our own Police Chief Harold Hurtt in requesting that you grant
a moratorium on all death row cases from Harris County as well as a stay in
the particular case of Ms. Newton.
